FINANCIAL systems CONTROLLER

POSITION SUMMARY:

The aim of this position is to manage the accounting records and systems controls for the Ktunaxa Nation Council, in a timely manner, with integrity and in accordance with generally accepted accounting principles, auditing standards and financial policies and procedures.

 

This position functions as a consultant offering professional financial expertise and advice in support of all the organization’s functional sectors and departments.  It also functions as the central organizational financial systems control.

RESPONSIBILITIES:

Functions as a central organizational control for processing financial information and financial reporting by supervising the payroll and benefits function, accounts payable and purchasing function to ensure that transactions posted to the general ledger are timely, complete, accurate and documented.

 

Preparation and enters journal entries for the organization with 30 – 40 separate project areas, requiring individual income statements in accordance with funder reporting requirements, and consolidated financial statements, ensuring journal entries are backed by sufficient documentation.

 

Assist Director of Finance in preparation of year-end audit working papers, analysis and schedules, including Annex G, Schedule of Federal Funding

 

Reconciles general ledger accounts on a monthly basis, and prepare and prints monthly departmental general ledger transaction reports, trial balance and financial statement for distribution to directors, internally and externally, or as required. Reviews the actual to budget financial statements for variances, and reports significant variances to Director of Finance.

 

Maintains chart of accounts in accordance with Master Chart, and creates new general ledger codes as required, updating the financial statements reports.

 

Liaise / coordinate bookkeeping functions, such as invoice and billing submission with other sector administrative staff to ensure follow through, timeliness, accuracy and completeness into KNC books of account

 

Maintain income / deposit control records to ensure all revenue is captured. Analyzes revenue accounts in coordination with contract administration function to ensure documentation is on file.

 

Maintains Accounts Receivable Accpac module, including monthly aged receivables reports, and follows up on outstanding accounts, including doubtful accounts and collection. Recommends accounts for write off.

 

Prepare and maintain Capital Asset Accpac module, including the recording of depreciation, gain or loss on disposal.

 

Prepare HST reports and schedules, prepare HST and PST rebate claims and files annual required reports.

 

Prepares bank reconciliations for review, including reversing of stale-dated cheques. Processes stop payments

 

Prepare and deliver bank deposits, and in-bank payments, and posts banking deposits to general ledger daily.

 

Enters approved budgets into ACCPAC accounting system, including Core Sector budgets and project budgets.

 

Advises Sectors on proper accounting procedures and KNC financial policies and practices.

 

Advises the Director of Finance on Finance Department business operations and recommends additions and changes to KNC Financial Policies and Practices.

QUALIFICATIONS:

Academic Preparation

  • Completion of 3rd year CGA or CMA program.
  • Must be enrolled as a student in CGA or CMA continuing course of studies
  • Grade Twelve Graduation Diploma
  • OR equivalent combination of education, experience and ability

Required Skills, Knowledge and Experience

  • Five years experience of full cycle accounting and financial control functions.
  • Accounts payable, accounts receivable, general ledger, payroll
  • Preparation of year end working papers for audit
  • ACCPAC  (Sagepac)
  • MS Excel at intermediate level
  • MS Word - basic
