POSITION SUMMARY

The Environmental Manager is responsible for providing leadership, direction, support and management of the environmental affairs of the Nupqu Development Corporation, and assisting in the development and management of Nupqu operating programs, and projects to include reporting, business development, project / contract management, health and safety, equipment / inventory purchasing, and human resource management and developments.

RESPONSIBILITIES:

         

  • Performs all duties and responsibilities in accordance with Nupqu policies, standards and procedures, and as directed by the Operational Director.
  • Maintains confidentiality on all matters relating to the affairs of the Nupqu Development Corporation and the Ktunaxa Nation Council.
  •  Maintains awareness and incorporates stewardship principles of the Ktunaxa Lands and Resources Sector.

 Environmental Management

  • Provides leadership to the Nupqu Development Corporation and staff, in the assessment, development and management of the environmental affairs.
  • Manages, in consultation with, and upon approval of, the Operational Director, the environmental affairs of the Nupqu Development Corporation, which may include:
  • Obtaining and reviewing all relevant technical documents.
  • Identifying the appropriate third party consultants required to assist and develop specific scopes of work.
  • Coordinating required environmental impact assessment reviews and other environmental related work.
  • Participating in the review of Industry applications, reports and environmental agreements.
  • Provides professional assistance to the Nupqu Development Corporation Operational Director and staff in facilitating and managing environmental agreements between the Nupqu Development Corporation and external regulatory organizations.
  • Completes environmental monitoring and impact assessment studies that may require field work, literature reviews, compilation and analysis of environmental data, and report writing.
  • Leads environmental projects that include the following components: sampling program design, field studies, data analysis and reporting, management of project teams, project budgeting and resourcing, and client liaison.
  • Engages in research and analytically-related tasks including sampling design, data collection, compilation and statistical analysis.
  • Refers to and implements knowledge of Provincial, Federal and/or international permitting processes where needed.
  • Participates in the review of Industry applications, reports and environmental agreements.
  • Assesses environmental concerns and impacts and recommends appropriate resolutions / actions.
  • Monitors environmental plans and recommends modifications as appropriate.
  • Trains and supports Nupqu Development Corporation staff in the recognition of environmental impacts.
  • Prepares regular and special environmental status and action reports.
  • Keeps current on all relevant environmental regulations, reports and studies.
  • Adheres to principle of professionalism (Association of Registered Professional Biologists of BC).
  • Signs and seals professional documents as required and approved.

Reporting

 
  • Prepares regular and special environmental status and action reports for presentation / submission to the Operational Director, Nupqu staff, and the Board of Directors as assigned.
  • Prepares environmental reports and other written communications to external organizations and agencies as required.
  • Prepares regular and special project management reports.

Business / Project Development

 
  • Identifies new projects / opportunities from within existing client base.
  • Assesses involvement / contracting opportunities within existing large-scale projects.
  • Identifies and researches new clients.
  • Develops working relationships with existing clients.
  • Prepares and develops bid proposals and operational plans; and recommends for approval.
  • Negotiates rates, prices, and terms of contracts, as assigned.
  • Liaises with clients to ensure their needs are met and promotes Nupqu’s diversity of skills that can be offered.
  • Creates and capitalizes, as approved, on potential new opportunities including looking at ways to diversify Nupqu expertise by collaborating / partnering with other organizations.
  • Identifies new employees / sub-contractors / partners with unique skills and clients for broadening Nupqu exposure and creating mentoring opportunities.
  • Provides strategic decision making (e.g. balancing short term objectives with the securing of long term contracts).                                                  

Project / Contract Management

  • Develops project plans and manages as approved.
  • Prepares project budgets and manages upon approval.
  • Schedules the use of Nupqu resources (e.g. equipment and personnel).
  • Recommends recruitment / selection of field crews.
  • Orientates, mentors and trains field crews.
  • Schedules and directs employees and contractors on project sites.
  • Participates in performance valuations of crew members.
  • Works with other managers in prioritizing projects and human resources to ensure the greatest return to the company and satisfaction of clients.
  • Provides assistance to ensure the day-to-day operations of projects are running efficiently to generate maximum return to the company and the Nation in general.
  • Assists in ensuring the safety of the Nupqu employees through compliance with safety policies and procedures and appropriate training and Federal and Provincial Legislation.
  • Maintains client relationship management throughout projects
  • Ensures compliance with Terms of Reference, pertinent policies (e.g. safety), legislative requirements, project scope and deliverables.
  • Ensures professional competency and works within legal parameters.

 

Health and Safety Plan Development and Administration

  • Assists in ensuring the health and safety of employees and contractors by monitoring work practices and by providing for emergency health and safety measures.
  • Maintains open communication and participation as needed, with the Joint Health and Safety Board, and employees.
  • Assists in the development of project Health and Safety Plans.
  • Assists in conducting safety orientations at project startup.
  • Tracks and reports on safety, both by project and for the department.
  • Conducts incident / near-miss investigations and follow up.

Equipment /Inventory Purchasing and Resource Management

  • Assesses and identifies equipment needs (for upcoming projects, replacement and/or new technology) both within the department and the company.
  • Coordinates with other managers (re: equipment needs / purchases)
  • Conducts product sourcing and competitive pricing searches
  • Presents equipment purchases to Operational Director for approval.
  • Organizes delivery and invoicing of equipment.
  • Ensures accurate documentation of equipment purchase (e.g. bill of sale, serial #).
  • Labels equipment upon receipt.
  • Conducts preliminary assessment to ensure equipment is in proper working order.
  • Updates department and company inventory list with new purchases.
  • Tracks equipment / resources used by employees.
  • Updates company and department resource lists.
  • Accesses and refers to use / maintenance records on a regular basis.

 

 

Human Resource Management

  • Provides input into the staff hiring and terminating processes, and assists as required.
  • Reviews and documents employee performance, and presents to employees upon approval.
  • Recommends employee incentive / rewards for good performance.
  • Identifies and manages poor performance.
  • Prepares employee incident reports as required.
  • Conducts appropriate follow-up action in response to employee incident reports.
  • Shares employee performance with other Nupqu department managers as required.
  • Recommends employee advancement where approved and administers as approved.
  • Works with other managers to ensure ongoing work for employees.
  • Documents any incidents involving physical injury and follows appropriate WCB protocols.
  • Conducts WCB claim follow-ups and maintains thorough documentation during the claim process.
  • Works with local doctors / physiotherapists to develop and monitor back-to-work plans, as assigned.

 

Employee Development

  • Reviews company mandate, department goals and projects details to identify employee training / mentoring opportunities.
  • Evaluates potential employee training opportunities following established criteria.
  • Contributes to individual employee development / career planning.
  • Encourages employees to identify professional development and career goals relevant to employment with the Nupqu Development Corporation.
  • Assists with completion of employee specific ‘Internal Training Plans’.
  • Encourages employees to gain more experience and therefore take more responsibility.
  • Ensures employee competency following training opportunity.
  • Tracks and documents proof of training for each individual employee.
